Humana profit rises on growth in retail, employer units

(Reuters) - Health insurer Humana Inc said on Wednesday that its second-quarter profit rose 18 percent, helped by growth in both its direct-to-customer division and the unit that markets plans to employers.

The company, which specializes in private Medicare plans for the elderly, reported net income of $420 million, or $2.63 per share, up from $356 million, or $2.16 per share, a year earlier.

Excluding 12 cents a share in costs of exiting a Puerto Rico Medicaid business for the poor, analysts were expecting earnings of $2.47, according to Thomson Reuters I/B/E/S.

Humana is the fourth major insurer to report second-quarter earnings that beat Wall Street estimates. UnitedHealth Group Inc , WellPoint Inc and Aetna Inc have all said their profits had benefited from reduced use of medical services by customers.

Revenue rose to $9.7 billion from $9.2 billion, below analysts' expectations of $10.3 billion.

Private Medicare, known as Medicare Advantage, accounts for about two-thirds of Humana's revenue.

The company raised its full-year earnings forecast to a range of $8.65 to $8.75 per share to reflect the second-quarter results. Analysts were expecting $8.68 per share.

Humana said it had spent 83.4 percent of premiums it took in on medical benefits, down from 83.5 percent a year earlier. It had 12.37 million medical members at the end of the quarter, and another 8.27 million people were in dental, vision and other supplemental benefit plans.

If you have been following our site, you know we have been posting a lot about home improvement lately. That's because we still have several rooms in our home to remodel. We are down to the den, kitchen, master bedroom and bathroom and then we will finally be finished. We are working on the den now and we should be done with it in the next week or so. We currently have an old, traditional looking oak desk that we plan to update with a new, more modern type table to take its place. We are also on the lookout for a nice accent chair and side table to complete the overall look of the room and I am so excited for it to be finished. We are taking our den from a deep red to a light gray so I know it's going to look completely different when it's finished. It makes me both excited and nervous making such big changes but hopefully when it's finished we will have a space that we are really happy with. We have everything we need to complete the project now except for the accent chair so hopefully I can find that this week. I am hoping to find something like this that will go good with our new theme.?

If you are planning any updates in your home, I would definitely consider updating your furniture if yours has seen better days. I always said we should wait until our kids get older because they are so hard on things but the more oak furniture I look at, the more I consider just doing it now. I know if we go with solid oak, it will be durable enough to withstand our crazy kids and we can enjoy it for years to come.?

New screens, more horsepower may be part of Kindle Fire fall update

The current Kindle Fire HD with an 8.9-inch screen may get a new screen and upgraded internals.

Amazon's popular Kindle Fire tablets are slated for a major update this fall, according to the blog BGR's anonymous sources. New screens, better build quality, and an internal overhaul should bring the devices more in line with the latest from Google and Apple.

The most visible change will be to the screen. The 7-inch Kindle Fire HD will be getting a 1920x1200 resolution, the same as Google's new Nexus 7, and the 8.9-inch device will get a 2560x1600 one, the same as the Nexus 10. But because the screen is smaller, those pixels are packed in even tighter, which would make the Kindle's screen among the sharpest on the market.

BGR's source also said there will be an angular new look to the Kindle and redesigned button layout. The Kindle Fire line has always been a bit vanilla, so this may help woo people attracted to the more radical designs of Sony and Barnes & Noble's tablets.

Lastly, the internals are getting a big boost: a new quad-core Snapdragon chip, 2 GB of RAM (twice the amount in current models), and presumably a few more under-the-hood boosts. Amazon declined to comment to NBC News about the proposed changes.

If it sounds a bit strange that the device could be more powerful than an iPad at half the price, that's because Amazon is okay with taking a financial hit on the device in order to expand its empire into your living room, according to IHS analyst Rhoda Alexander.

"Amazon?s initial tablet offering was a loss leader at its debut, based upon the IHS teardown," wrote Alexander in an email to NBC News. "While Amazon does strive for long-term profitability they have demonstrated willingness to accept short-term losses in key markets as part of their overall strategy."

That said, it's not always the bigger screen or faster processor that wins in the end, Alexander cautioned. "The history of the tablet market to date shows that success is not as simple as winning on specifications."

No word on what might happen to the low-cost, non-HD Kindle Fire, but Amazon's habit in the past has been to keep such models around for a surprisingly long time, albeit not actively promoted.

With Apple rumored to be delaying its major iPad updates, and very little in the way of competition in the Android tablet world apart from Google and Samsung's latest, the new Amazon tablets could make quite a splash. If the launch timing reported is correct, we'll know for sure later in the year.

Florida's "Stand Your Ground" law has received a lot of scrutiny in the wake of Trayvon Martin's shooting death by neighborhood watchman George Zimmerman.

Zimmerman was acquitted in his murder trial sparking protests around the country. Another trial is fast approaching that may prove to be an even bigger powder keg.

As we previously reported, 17-year old Jordan Davis was murdered by Michael Dunn at a Jacksonville gas station in November 2012, following an argument over the loud music coming from the SUV Jordan was riding in.

Dunn and his girlfriend pulled into the gas station next to the SUV carrying Jordan and three other black teens. Dunn didn't like the loud music of Chief Keef coming from the SUV, and asked that it be turned down

?

The teens refused Dunn's request sparking an argument. The 45-year old claimed he saw a rifle coming from the their vehicle?and felt threatened. He pulled out his gun and fired eight shots into the SUV, two of which struck and killed Davis.

Dunn fled the scene, but was later arrested at his home. He was charged with murder and attempted murder.

A police search of the SUV Davis was in revealed that there was no rifle in it.

Jury selection for Dunn's trial begins in September. He is expected to use the "Stand Your Ground" law as his defense. His girlfriend will be a star witness for the prosecution. She will testify to some of the incriminating statements Dunn made as he sped away from the shooting.

Zimbabwe President Robert Mugabe Vows to Behead Gays

Zimbabwe President Robert Mugabe is once again speaking about his hatred of homosexuality as he campaigns ahead of the July 31 election. At a rally last week, Mugabe told thousands of supporters that Zimbabwe would never accept homosexuals, whom he descried as ?worse than pigs, goats and birds,? reports Zimbabwe?s Newsday. ?If you take men and lock them in a house for five years and tell them to come up with two children and they fail to do that, then we will chop off their heads.?

Mugabe went on to say that some African countries had been pressured by Western nations to accept homosexuality in exchange for aid. Homosexuality ?seeks to destroy our lineage by saying John and John should wed, Maria and Maria should wed,? Mugabe said. ?Imagine this son born out of an African father, [President Barack] Obama says if you want aid, you should accept the homosexuality practice. Aah, we will never do that.?

This is hardly the first time Mugabe has attacked gays in political speeches. The Gays and Lesbians Association of Zimbabwe recently sent a letter to the Zimbabwe Electoral Commission complaining of Mugabe?s ?continued use of hate speech,? noting he had attacked gay people at seven political rallies in July, reports SW Radio Africa.

California Democrats' board passes marijuana legalization resolutions

Some California Democratic Party marijuana legalization-friendly resolutions appear to be largely symbolic but some say it could be the start of something nationwide.

The California Democratic Party executive board on July 21 passed some marijuana-friendly resolutions, including requesting President Barack Obama to allow the newly enacted marijuana legalization laws in Colorado and Washington state to take effect with no federal interference; asking Obama to end federal raids in states with medical marijuana laws; and a comprehensive study be immediately undertaken to produce recommendations for reform of the nation's marijuana prohibition laws.

Another resolution that passed asks state legislators to establish parameters for cities and counties on licensing, nuisance abatement and zoning for medical marijuana dispensaries.

"It's mostly symbolic," said Jack Pitney, a Claremont McKenna College political scientist. "When people go to polls on a ballot measure, they're not paying attention to what a political party organization will say about it. I seriously doubt the Democratic Party will spend any money on this measure."

Pitney said the idea of legalizing or decriminalizing marijuana is gaining traction nationwide.

"You could see more of this as time goes on," Pitney said.

But applying some of the medical marijuana distribution language locally creates a different set of issues, he

said.

"On one level, a lot of people say that medical marijuana is a good idea but in practice the dispensaries have created problems with local governments," Pitney said. "Because the clientele does not consist of the Brady Bunch. I think (local governments) will shrug their shoulders as long as the state doesn't try to force dispensaries on them and cities have flexibility on determining whether they can open in their boarders. I think that's what would be crucial. They have the ability to keep things out if they want or bring them in if they want."

Covina Police Chief Kim Raney, who is the president of the California Police Chiefs Association, called the marijuana-friendly language "an extreme view of the issues" and like Pitney felt it was largely symbolic.

"I don't think this even justifies a response from the association at this point," Raney said.

But he discussed the resolutions anyway.

"What we find out historically is when resolutions come out, they take a very extreme position to create attention and conversation but they're nowhere near the reflection of the average voter in California about the issue," Raney said.

People, he said, are "starting to see the farce the medical marijuana legislation is." But he also said there is one sentence in the resolutions that he agrees with.

"There does need to be a comprehensive national study and conversation about marijuana," Raney said.

California Democratic Party spokesman Tenoch Flores said Thursday that the resolutions are "a reflection of the views of the executive board" and speak for themselves.

Lanny Swerdlow, founder of the Inland Empire Patients Health and Wellness Center in Riverside, which closed after the state Supreme Court upheld local governments' right to ban medical marijuana dispensaries, works with the Brownie Mary Democratic Club of Riverside and pushed for the resolutions.

"I was surprised how smoothly it went through," Swerdlow said, adding his club is a "marijuana interest group" in the Democratic Party.

"If I had not formed it and we had not had the resolution introduced, it would not have had success," he said. "We're trying to get others formed ... and go county by county here."

US-born Ambassador Oren returns home to Israel

Wrapping up four years in office Michael Oren, Israel's Ambassador to US, tells Ynet of close relations with US officials, getting Obama's help during Carmel fire disaster and scolding Washington Post editor over doctored photo

WASHINGTON - Michael Oren finds it tremendously painful when people doubt his "Israeliness". He spent long periods of time in Israel in the 1970s, made official aliyah in 1979, joined the IDF's Paratroopers Brigade and fought in the 1982 Lebanon War.

This week, after it was decided to appoint Ron Dermer as the next Israeli ambassador to the United States, Oren told Ynet: "I'm still surprised that some people, even advisers in the Prime Minister's Office, ask me if I'm Israeli."

Oren, who will end his term of four years in office in October, further said about doubts regarding his Israeliness that "I did the entire classic Israeli lifestyle my entire adult life, from Kibbutz Gan Shmuel and (Jerusalem's) Gonen. My three children served in elite units. One of them was injured, my sister-in-law was killed in a Jerusalem bombing; it's the Israeli way. People don't know that I live in Jerusalem, and now, with the end of my term as the Israeli ambassador to Washington, even people at the PMO are surprised to hear that I'm coming back home."

After Oren presented his credentials as the Israeli ambassador to Washington in May 2009, there were some who congratulated him for brilliantly representing the US as an ambassador to Israel. "I also heard some US Congress legislators presenting me as the US ambassador to Israel, and I had to politely correct them."

In order to be given the coveted post, Oren was required to waive his US citizenship. "It was tough, it's a painful ceremony," the ambassador said. "My father served as a military officer, and so did my uncle, they both fought in World War II and then in the Korean War. In the ceremony, you stand before the American consul and the American flag with witnesses. The consul reads to you the rights you are giving up and then you sign all kinds of papers and finally they take away your passport and punch a hole in it."

Oren cynically remarked that "the renunciation of US citizenship does not make me ignorant on matters of football and baseball or literature, and does not erase my American accent." He needed no introduction to Washington, the White House, the Congress or even the local television studios. Before his appointment, he met with George W. Bush, was called for briefings on Iran with former Vice President Dick Cheney and was even called to testify at Congress hearings.

Even Rahm Emauel, mayor of Chicago and US President Barack Obama's former chief of staff, asked him to give a briefing regarding the Middle East. This was prior to Emanuel's appointment as the White House chief of staff and Oren's appointment as ambassador. "Rahm warmly received me when I entered office, and throughout the entire time he felt free to pick up the phone and talk to me. I really like him and I was willing to hear the curses as well. He said things out of love for Israel."

During his term, Oren formed bonds with important powerful agents within the White House. For example, Susan Sher, Michelle Obama's chief of staff, is a personal friend of the outgoing ambassador. "Our parents were friends and played tennis for 40 years, we're both from the same village," Oren revealed.

Samantha Power, Obama's senior adviser and designated US ambassador to the United Nations, is also an acquaintance of Oren's. They are both Harvard University professors and were among the first to write about the Armenian genocide, at a time when criticizing Turkey was not popular. The ambassador suddenly had an direct line to a senior official at the US National Security Council. "I could pick up the phone and meet for lunch, we would sit and talk a lot," Oren told.

Oren is first a historian and lecturer, and a book he published in 2006 about US involvement in the Middle East since the 18th century quickly became a New York Times bestseller, opening many doors for him in Washington. Newsweek then reported that former US Secretary of State Condoleezza Rice is using the book as proof that US governments' problems in the Middle East began in the days of the third president, Thomas Jefferson.

In the three years prior to his tenure as ambassador, Oren served as a visiting professor in three major universities: Harvard, Yale and Georgetown. He gave classes on Middle East History and was a sought-after interviewee on American networks. It was a natural extension of his role as a reserve officer in the IDF Spokesperson's Unit, who made countless TV interviews during the Second Lebanon War and Cast Lead Operation.

?Oren came fully equipped with all that is necessary for an ambassador in Washington: Access to the government, Jewish community and media. The Jewish community admired him as one of their own, writing and media appearances were in his DNA and he was well-known within the administration, from the president himself to the very lowest ranks.

Oren was brought by Benjamin Netanyahu to do hasbara, not make policy. He did it very well, as a realistic right-winger who knows how to talk to a liberal administration and the media. Communication between the White House and Israel on the peace process was channeled through US Ambassador to Israel Dan Shapiro, who was involved in the process even before stepping into office.

"At no stage did I have a problem communicating with the administration," Oren claimed. "The reality is that the White House calls me even at 2 am and I can call them whenever it is urgent for us. We had no problem reaching state officials, even when I needed to reach National Security Adviser Tom Donilon in the middle of the night. Special connections were made with Vice President Joe Biden, I had a lot of Biden-time, he has a warm spot in his heart for Israel."

President Obama is also quite familiar with Oren. In his latest State of the Union speech, Obama was passing through the line of congressmen who pushed their way to shake his hand, when he spotted the Israeli ambassador. The American president was seen "cutting through" in order to shake Oren's his hand. Oren on his part managed to say "we're waiting for you in Israel" and Obama responded: "I want to do it."

Oren was considered the "human buffer" in what was one of the most difficult periods of the Obama-Netanyahu relationship. However, his proudest achievement is one he dubbed "Operation Keren": "My young sister Keren lives in New Jersey and is in love with Obama, but don't tell her husband? I decided I would have them meet and the opportunity came about in a Hanukkah reception. I seated her in the front row and when the president approached she shouted 'Oh My God'."

The ambassador further told about the personal operation that "Obama shook Keren's hand, and she responded 'I'm Michael Oren's sister'. He hugged her and turned to me and said, 'she's better looking than you'. I responded that my mother thinks the same. No doubt, Keren was the happiest person alive."

In regards to Obama himself, Oren said that whoever knows the president informally and without a teleprompter, knows he is a man of more than words. "He is a peaceful man, who knows how to listen and quickly respond, he is a funny man with a sharp sense of humor, who can also make fun of himself."

Oren's access to the president proved to be crucial during several dramatic national crises, such as the siege on the Israeli embassy in Cairo and the fire in the Carmel. "When the fire broke out," Oren remembered, "I was on my way to a White House event. The prime minister called and asked me to ask the president for help. I walked in the White House, came across Susan Sher and she immediately took me straight to the president."

Oren added that, "I told Obama that the prime minister spoke with me five minutes earlier and that the situation in the Carmel is severe and we need fire-extinguishing aircraft and materials. The president turned to his aides and instructed them to help with whatever Israel needs. Shortly after he was on a flight to Afghanistan, and when he landed in Kabul, his first question was about the firefighting planes to Israel."

"When he (Obama) asks (for something), none of the state officials go to sleep. During that night we sat with Donilon and other state officials until 4 am. Do you understand? The national security adviser is busy all night with the Carmel fire and beside him are Pentagon and other state officials, scanning all every warehouse in Europe in search of firefighting materials."

Oren said that after the work day ends at 6 pm, he starts a whole new day of work in the evenings in social events. "A social secretary is a strategic role, to map out which events to go to, and which to skip. I am here to promote Israeli interests, not for leisure."

The Israeli ambassador's residence has become a hot-spot during his term. It has hosted an Israeli-Irish event with a band that featured Maryland Governor Martin O'Malley as the guitarist and Oren himself as the drummer. There was also an Israeli-Latino event with Latin legislators and a performance by David Broza; an Israeli-Greek event; Israeli-Chinese evening; Israeli-Iranian evening featuring Rita, and an event for the gay community. The last event had Oren receiving an official invitation to the opening of the annual gay community convention in Philadelphia. "It was a great honor for me," he stressed.

Oren is also particularly proud of an Iftar (end of Ramadan) event at his residence. "When I brought it up for the first time there was silence. I told everyone that we represent the entire Israeli people, including Muslims, and that there is non-radical Islam in the US that we should reach out to." The repertoire of residence events also included a Palestinian event featuring a band consisting of four members of the Israel Philharmonic and four Arab-Israeli musicians.

Oren also felt at ease in the different TV studios. He was always well-dressed and ready with a list of messages. "There's one type of interviews that you cannot prepare for: Steven Colbert, Bill Maher, John Stewart, The View. There you just have to go with the flow. They have a teleprompter and you're exposed on stage, but that's the way to reach the under-25 audience, who use entertainment programs as their primary news source."

Israeli diplomats know how difficult it is to get op-eds in acclaimed US newspapers. During his four-year term, Oren published some 45 such articles. He is particularly proud of two of them. One was published during Pillar of Defense in The Washington Post. It happened after the paper's front page featured the photo of a Palestinian father mourning the death of his son who was allegedly killed by IDF fire.

"I picked up the phone and yelled at the editor," Oren said. "I told him that the photo is too symmetrical and it appears to be fabricated. I told him that publishing such photo serves Hamas ' propaganda. Painter Alex Colville dead at 92 | Entertainment | The London Free ...

Canadian super-realist painter Alex Colville, some of whose works hang in the National Gallery, has died at age 92.

Colville died at his Wolfville, N.S. home Tuesday, a statement on his website confirmed.

The Toronto-born artist served as a visual artist during the Second World War before returning to New Brunswick to teach at Mount Allison University.

Colville left academia to focus on his painting career, to national and international acclaim.

Some of his most recognized works include To Prince Edward Island and Horse and Train.

In his distinguished career, Colville was also commissioned to design coins commemorating Canada?s centennial year, was named an officer in the Order of Canada and received the Governor General?s award in visual and media arts.

Major retrospectives of the artist?s work were held at the Art Gallery of Ontario in Toronto 1983 and the Montreal Museum of Fine Arts the following year. Many of his paintings featured animals.

He was made a Companion of the Order of Canada in 1982, and won a Governor General?s Visual and Media Arts Award in 2003.

Modest rise in retail sales offers cautionary note

WASHINGTON (Reuters) - Retail sales rose less than expected in June, the latest sign of a slowdown in economic growth that could argue against the Federal Reserve's plan to start trimming its monetary stimulus later this year.

While other data on Monday showed factory activity in New York state accelerated in July, overall manufacturing remains lackluster.

"It provides no additional evidence that the economy is gaining momentum," said Annalisa Piazza, a senior economist at Newedge Strategy in New York. "It doesn't allow the Fed's chairman to have a firmer tone as the economic recovery remains gradual."

Retail sales increased 0.4 percent last month, lifted by demand for automobiles and higher gasoline prices. However, sales of building materials fell by the most in a year, a potentially worrying sign for the housing market.

Households also spent less on electronics and cut back on trips to restaurants and bars.

Retail sales had increased 0.5 percent in May.

Economists polled by Reuters had forecast retail sales, which account for about 30 percent of consumer spending, rising 0.8 percent in June.

So-called core sales, which strip out automobiles, gasoline and building materials and correspond most closely with the consumer spending component of gross domestic product, edged up 0.1 percent after rising 0.2 percent in May.

It suggested that consumer spending, which accounts for about 70 percent of economic activity, probably slowed sharply from the first quarter's 2.6 percent annual pace.

Stocks were little changed in morning trade. U.S. Treasury debt price erased earlier losses, while the dollar rose against the euro and the yen.

SLOWER CONSUMER SPENDING

The suggestion of slower domestic demand as well as recent weak trade data comes as the Fed is debating cutting back the $85 billion in bonds it is purchasing each month to keep borrowing costs low and stimulate the economy.

Fed Chairman Ben Bernanke said last month the central bank would start tapering its purchases later this year and would likely bring the program to a complete close by the mid-2014 if the economy progressed as it expected.

But he has since stressed that the Fed needed to keep a stimulative monetary policy in place given the low level of inflation and a still-high unemployment rate. Bernanke will testify to congress on the economy later this week.

A second report from the Commerce Department showed business inventories barely rose in May, suggesting restocking will be less of a boost to growth in the second quarter.

The slowdown in growth mostly centered around consumer spending, trade, inventories and manufacturing. But there are hopeful signs for the factory sector.

A separate report showed the New York Fed's "Empire State" general business conditions index rose to 9.46 this month from 7.84 in June. A reading above zero indicates expansion in the region's factories.

The survey's measure of new orders rebounded into positive territory, while gauges of employment improved.

A brightening labor market picture is helping to support spending. Last month, receipts at auto dealerships rose 1.8 percent after advancing 1.4 percent the prior month. Excluding autos, sales were flat after rising 0.3 percent the prior month.

Sales at building materials and garden equipment suppliers fell 2.2 percent, the weakest reading since May last year.

?I think this is a big year for us, as a team,? Clady said. ??We definitely have a lot of expectations: ?Super Bowl or bust, for the most part. ?It?s a lot of pressure, unlike last year where we kind of just rolled in and tried to get things together. ?We?re trying to know what we have to get done at this point.?

WASHINGTON ? The White House says President Barack Obama won't involve himself in decisions by the Justice Department on whether to pursue civil rights charges against George Zimmerman in the shooting death of Trayvon Martin.

White House spokesman Jay Carney says it would be inappropriate for Obama to express an opinion on how the department deals with Zimmerman after the neighborhood watch volunteer's acquittal in the shooting of the unarmed 17-year-old last year.

The Justice Department has said it's considering whether federal prosecutors should file criminal civil rights charges now that Zimmerman has been acquitted in the state case.

Critics of Saturday's verdict have called for the Justice Department to step in.

Carney would not comment when asked how Obama viewed Florida's "stand-your-ground" law which was a key element of Zimmerman's defense.

    Wild West collection to be auctioned to pay RM600 million debt

    Thousands of Wild West artifacts, collected by a former mayor for a museum that never materialised, will be auctioned off next week by the capital city of Pennsylvania to help pay down more than US$300 million (RM600 million) in debt.

    The long-awaited auction is part of Harrisburg's efforts to recoup some of the city funds spent by former Mayor Stephen Reed to acquire the rare artifacts for a tourist-drawing Wild West museum.

    Featuring items ranging from the very valuable to knick-knacks, it is scheduled to start tomorrow and continue through the week.

    Arlan Ettinger, president of Guernsey's auction house in New York City, said the sale was the largest of its kind. "I've said it a few times, that it's the largest auction ofWild West items ever, and no one has challenged me on it," he said. "So we're sticking with it."

    Joanne Grant, the auctioneer who cataloged each item, said about 6,700 people had signed up to bid online. By tomorrow, she said, that number could be as high as 10,000. That does not include people who will be at the live auction at Harrisburg's City Island ending July 21.

    Bidders will see a warehouse packed to the rafters with vintage Wild West artifacts and other items related to the 19th Century conquest of the American West and figures like Buffalo Bill Cody, Wyatt Earp, Jesse James and Doc Holliday.

    There also are artifacts from Native American tribes, a collection of pieces relating to the Battle of Little Big Horn and more than 500 vintage firearms, as well as a Stetson hat belonging to former President Lyndon B. Johnson.

    Arnold Duke, owner of the Ruidoso River Museum in Ruidoso, New Mexico, flew to Pennsylvania for last week's public preview and was flabbergasted at the selection.

    "The collection is vast. It's staggering," he said. "It would have made an incredible museum. I'm not sure the best place for it was Harrisburg, Pennsylvania, but it would have been impressive."

    Reed's huge collection was stored in warehouses at the Harrisburg Department of Public Works.

    The auction is not expected to solve Harrisburg's massive debt problem, caused by a costly and mismanaged incinerator project. Ettinger, the auctioneer, would not say how much he believed the collection to be worth. What it can bring is an end to the long-debated Wild West museum idea.

    "It will be closure for a lot of people for a project they never really understood," said Brian Enterline, 38, a Harrisburg collector who viewed the selection on Thursday. "By next week, hopefully we can all put this behind us and focus on moving the city forward."? - Reuters, July 14, 2013.

    New NSA spying allegations rile European allies

    WASHINGTON (AP) ? The Obama administration faced a breakdown in confidence Sunday from key foreign allies who threatened investigations and sanctions against the U.S. over secret surveillance programs that reportedly installed covert listening devices in European Union offices.

    U.S. intelligence officials said they will directly discuss with EU officials the new allegations, reported in Sunday's editions of the German news weekly Der Spiegel. But the former head of the CIA and National Security Agency urged the White House to make the spy programs more transparent to calm public fears about the American government's snooping.

    It was the latest backlash in a nearly monthlong global debate over the reach of U.S. surveillance that aims to prevent terror attacks. The two programs, both run by the NSA, pick up millions of telephone and Internet records that are routed through American networks each day. They have raised sharp concerns about whether they violate public privacy rights at home and abroad.

    Several European officials ? including in Germany, Italy, France, Luxembourg and the EU government itself ? said the new revelations could scuttle ongoing negotiations on a trans-Atlantic trade treaty that, ultimately, seeks to create jobs and boost commerce by billions annually in what would be the world's largest free trade area.

    "Partners do not spy on each other," said EU Justice Commissioner Viviane Reding. "We cannot negotiate over a big trans-Atlantic market if there is the slightest doubt that our partners are carrying out spying activities on the offices of our negotiators. The American authorities should eliminate any such doubt swiftly."

    European Parliament President Martin Schulz said he was "deeply worried and shocked about the allegations of U.S. authorities spying on EU offices." And Luxembourg Foreign Minister and Deputy Prime Minister Jean Asselborn said he had no reason to doubt the Der Spiegel report and rejected the notion that security concerns trump the broad U.S. surveillance authorities.

    "We have to re-establish immediately confidence on the highest level of the European Union and the United States," Asselborn told The Associated Press.

    According to Der Spiegel, the NSA planted bugs in the EU's diplomatic offices in Washington and infiltrated the building's computer network. Similar measures were taken at the EU's mission to the United Nations in New York, the magazine said. It also reported that the NSA used secure facilities at NATO headquarters in Brussels to dial into telephone maintenance systems that would have allowed it to intercept senior officials' calls and Internet traffic at a key EU office nearby.

    The Spiegel report cited classified U.S. documents taken by NSA leaker and former contractor Edward Snowden that the magazine said it had partly seen. It did not publish the alleged NSA documents it cited nor say how it obtained access to them. But one of the report's authors is Laura Poitras, an award-winning documentary filmmaker who interviewed Snowden while he was holed up in Hong Kong.

    Britain's The Guardian newspaper also published an article Sunday alleging NSA surveillance of the EU offices, citing classified documents provided by Snowden. The Guardian said one document lists 38 NSA "targets," including embassies and missions of U.S. allies like France, Italy, Greece, Japan, Mexico, South Korea, India and Turkey.

    In Washington, a statement from the national intelligence director's office said U.S. officials planned to respond to the concerns with their EU counterparts and through diplomatic channels with specific nations.

    However, "as a matter of policy, we have made clear that the United States gathers foreign intelligence of the type gathered by all nations," the statement concluded. It did not provide further details.

    NSA Director Keith Alexander last week said the government stopped gathering U.S. citizens' Internet data in 2011. But the NSA programs that sweep up foreigners' data through U.S. servers to pin down potential threats to Americans from abroad continue.

    Speaking on CBS' "Face the Nation," former NSA and CIA Director Michael Hayden downplayed the European outrage over the programs, saying they "should look first and find out what their own governments are doing." But Hayden said the Obama administration should try to head off public criticism by being more open about the top-secret programs so "people know exactly what it is we are doing in this balance between privacy and security."

    "The more they know, the more comfortable they will feel," Hayden said. "Frankly, I think we ought to be doing a bit more to explain what it is we're doing, why, and the very tight safeguards under which we're operating."

    Hayden also defended a secretive U.S. court that weighs whether to allow the government to seize Internet and phone records from private companies. The Foreign Intelligence Surveillance Court is made up of federal judges but does not consider objections from defense attorneys in considering the government's request for records.

    Last year, the government asked the court to approve 1,789 applications to spy on foreign intelligence targets, according to a Justice Department notice to Congress dated April 30. The court approved all but one ? and that was withdrawn by the government.

    Critics have derided the court as a rubber-stamp approval for the government, sparking an unusual response last week in The Washington Post by its former chief judge. In a statement to the newspaper, U.S. District Judge Colleen Kollar-Kotelly refuted a draft NSA inspector general's report that suggested the court collaborated with the executive branch instead of maintaining judicial independence. Kollar-Kotelly was the court's chief judge from 2002 to 2006, when some of the surveillance programs were under way.

    Some European counties have much stronger privacy laws than does the U.S. In Germany, where criticism of the NSA's surveillance programs has been particularly vocal, Justice Minister Sabine Leutheusser-Schnarrenberger likened the spying outlined in the Der Spiegel report to "methods used by enemies during the Cold War." German federal prosecutors are examining whether the reported U.S. electronic surveillance programs broke German laws.

    Green Party leaders in the European Parliament called for an immediate investigation into the claims and called for existing U.S.-EU agreements on the exchange of bank transfer and passenger record information to be canceled. Both programs have been labeled as unwarranted infringements of citizens' privacy by left-wing and libertarian lawmakers in Europe.

    The dispute also has jeopardized diplomatic relations between the U.S. and some of it its most unreliable allies, including China, Russia and Ecuador.

    Snowden, who tuned 30 last week, revealed himself as the document leaker in June interviews in Hong Kong, but fled to Russia before China's government could turn him over to U.S. officials. Snowden is now believed to be holed up in a transit zone in Moscow's international airport, where Russian officials say they have no authority to catch him since he technically has not crossed immigration borders.

    It's also believed Snowden is seeking political asylum from Ecuador. But Ecuadorean President Rafael Correa signaled in an AP interview Sunday that it's unlikely Snowden will end up there. Correa portrayed Russia as entirely the masters of Snowden's fate, and the Kremlin said it will take public opinion and the views of human rights activists into account when considering his case. That could lay the groundwork for Snowden to seek asylum in Russia.

    Outgoing National Security Adviser Tom Donilon said U.S. and Russian law enforcement officials are discussing how to deal with Snowden, who is wanted on espionage charges. "The sooner that this can be resolved, the better," Donilon said in an interview on CNN.

    House Democratic Leader Nancy Pelosi has a different take on what to do with Snowden. "I think it's pretty good that he's stuck in the Moscow airport," Pelosi, D-Calif., said on NBC's "Meet the Press." ''That's ok with me. He can stay there, that's fine."

    WHITE HOUSE NOTEBOOK: Tutu welcomes Obama 'home'

    CAPE TOWN, South Africa (AP) ? Retired archbishop Desmond Tutu locked eyes with President Barack Obama on Sunday in an emotional moment between two men who have been pioneers for racial progress a world apart.

    Tutu greeted Obama with a "welcome home" to the continent where his father was born, and pleaded with the U.S. president to be a leader for peace, especially in the Middle East, who can make all Africans proud.

    Obama was visiting the Desmond Tutu HIV Foundation Youth Centre, an after-school program in a community where many young people are infected with the virus that causes AIDS. Obama praised Tutu, a Nobel Peace Prize laureate who helped bring an end to South Africa's racist apartheid rule, as "an unrelenting champion of justice and human dignity."

    Tutu then spoke of Obama's re-election last fall as America's first African-American president. "You don't know what you did for our psyche," Tutu said. "You won, and we won."

    "Your success is our success. Your failure, whether you like it or not, is our failure," Tutu said, reaching out to touch Obama's arm. Obama chuckled and threw up his arms as if acknowledging his fate.

    "We want you to be known as having brought peace to the world, especially to have brought an end to the anguish of all in the Middle East," Tutu said. "We pray that you will be known as having brought peace in all of these places where there is strife. You have brought peace and no need for the Guantanamo Bay detention center" in Cuba, where the U.S. has detained dozens of suspected terrorists.

    In a diplomatic tour full of scripted formality, the 81-year-old archbishop spoke so slowly and passionately that many in the room who work at the center or the White House were moved to tears. "We are proud of you. You belong to us," Tutu concluded.

    Obama also may have appreciated such affirming words at a time when he seems to be under constant criticism at home. Obama rose and helped Tutu to his feet, and the two heartily embraced, with the click of media cameras the only sound in the room.

    Obama gave lessons in stage performance to an aspiring teenage rapper after meeting 15-year-old Aviwe Mtongana, who was making music on a Tutu center computer.

    The boy identified himself as a rapper and Obama urged the boy, also known as Katmeister, to "give me a little sample."

    Mtongana initially demurred, then pushed back his chair and stood up. A grinning Obama said Mtongana must need to "loosen up," and the president demonstrated stretching out his arms like a boxer preparing for a fight.

    Mtongana let loose a brief rhyme. "Hell on Earth, what you gonna do? Watching TV, you watching Scooby-Doo. Saying the punch line, he's not cool," he began.

    "Heading to the goal with something failing, now you face the hardest living," Mtongana continued. "Getting out there is not pimping, the real way is through rapping."

    Obama declared the performance "outstanding," but offered a word of advice.

    "You've got to drop the mic," he said, holding his arm out to the side and opening his fist as though he were dropping a microphone on the ground.

    Obama prematurely aged his daughter Malia by a few days.

    He said in a speech at the University of Cape Town that she is "now 15." But the fact of the matter is Malia doesn't turn 15 until Thursday. She was born on the Fourth of July.

    Malia might have appreciated the premature aging, since most teens cannot wait to grow up.

    Before the speech, Obama and his family toured the Robben Island prison where Nelson Mandela spent nearly 20 years as a political prisoner before he was released and elected South Africa's first black president.

    Obama spent more than 20 minutes inside the tiny cell that housed Mandela for 18 years.

    After his family left, Obama remained alone inside the cell that now is a monument to Mandela, a man Obama says is a "personal hero." The president gazed out of a large window with thick white bars. He picked up and examined a small, metal bowl that sat on a small, wooden table before turning his attention to a thin mat with pillows and a brown blanket, on which Mandela would have slept.

    Obama visited Robben Island in 2006, when he was a U.S. senator, but the tour was a first for his wife, Michelle, and daughters, Malia and Sasha.

    "There was something different about bringing my children," Obama said, opening his speech at the university. He said they now appreciate more the sacrifices that Mandela and others had made for freedom. "I knew this was an experience they would never forget," Obama said.

    Before leaving the island, Obama signed the prison's guest book with a message likely to be seen by the countless visitors who will follow him.

    The large book sat open on a simple wooden desk, in a courtyard rimmed by a high concrete wall topped with barbed wire. U.S. Secret Service agents made use of an old guard tower, staffing it with sharpshooters who scanned the horizon with binoculars. The prison was closed to the public for Obama's visit.

    Obama, casually dressed in a blue shirt with rolled-up sleeves and khaki slacks, leaned over the desk and wrote for several minutes with first lady Michelle Obama at his side. She signed her name, too.

    "On behalf of our family, we're deeply humbled to stand where men of such courage faced down injustice and refused to yield," the president wrote. "The world is grateful for the heroes of Robben Island, who remind us that no shackles or cells can match the strength of the human spirit."

    Obama copied his message from a piece of typewritten paper an aide had set down on the book before the president came into the courtyard. He wrote slowly in cursive, apparently not wanting to make a mistake. He left behind the black marker he used to write the message, as well as the note he worked from.
